PROYECTO HATEDEMICS

¿Qué es el proyecto HATEDEMICS?: “Obstaculizar la incitación al odio y la desinformación mediante tecnologías basadas en IA para prevenir y combatir la polarización y la propagación de discursos racistas, xenófobos e intolerantes y de teorías conspirativas”. 

Comienzo: 1 de abril de 2024 

Finalización: 31 de marzo de 2026 

Propósitos: Reforzar las medidas preventivas y reactivas contra la incitación al odio y la desinformación en línea. Capacitar a las ONG y organizaciones sociales, a los verificadores de datos, a las autoridades públicas y a los jóvenes como activistas para prevenir y combatir eficazmente la polarización, la difusión de discursos racistas, xenófobos e intolerantes, así como las teorías de la conspiración. 

Objetivo principal: El objetivo principal del proyecto es abordar los discursos de odio en línea y las noticias falsas, analizando también cuestiones interrelacionadas que a menudo se pasan por alto y que están en la intersección entre los discursos del odio y la desinformación. 

Qué pretende el proyecto HATEDEMICS: Crear conciencia y mejorar las habilidades y el pensamiento crítico mediante el avance de tecnologías basadas en IA para: 

1) Vigilar, detectar y registrar la incitación al odio y la desinformación en las Redes Sociales. 

2) Estimar el «riesgo de odio» como la suma de los «riesgos de incitación al odio y de desinformación», es decir, la exposición en línea a (posibles) mensajes de odio y desinformación. 

3) Crear contranarrativas basadas en el diálogo que sirvan de apoyo a profesionales y activistas y faciliten las actividades avanzadas de denuncia mediante la aplicación de un enfoque humano eficaz, en el que las sugerencias automatizadas sean siempre validadas por operadores humanos, que tienen la última palabra sobre el contenido publicado. 

4) Evaluar automáticamente los cambios de comportamiento determinados por la intervención contranarrativa. La combinación de estas tecnologías permitirá intervenciones en línea más específicas y oportunas, lo que se traducirá en un esfuerzo profesional y voluntario más eficiente y eficaz. Este enfoque se basa en mantener la equidad y el equilibrio y garantizar el cumplimiento de las normas legales y éticas. 

Desarrollo del proyecto:

• Desarrollar y validar en 4 Estados miembros la plataforma HATEDEMICS, un conjunto de herramientas que reúne la experiencia adquirida por los socios en la prevención y la lucha contra el odio y la desinformación. 
• Diseñar y desplegar itinerarios formativos y educativos interactivos, basados en el compromiso con los valores y derechos de la UE. 
• Sensibilizar y fomentar la participación de los ciudadanos de la UE-27.

What is Project “HATEDEMICS”? “HATEDEMICS” - Hampering hate speech and disinformation through AI-based technologies to prevent and combat polarisation and the spread of racist, xenophobic, and intolerant speech and conspiracy theories”. 

Start: 1st April 2024 

End: 31st March 2026 

Aim Of the Project: The aim of the project is to strengthen the preventive and reactive measures against hate speech and disinformation online. It aims to empower NGOs/CSOs, factcheckers, public authorities and youngsters as activists to effectively prevent and combat polarisation, the spread of racist, xenophobic and intolerant speech, as well as conspiracy theories. 

Primary Objective of the Project: The project’s primary objective is to address online hate and fake news, with a specific emphasis on tackling the often overlooked and interrelated issues that intersect between hate speech and disinformation. 

What we will do: We will raise awareness and improve skills and critical thinking by advancing AI-based technologies that: 

1) Monitor, detect and record hate speech and disinformation on social media. 

2) Estimate the ‘HATEDEMICS risk’ as the sum of the ‘hate speech and infodemics risks’, i.e. the online exposure to (potential) hate and misinformative messages 

3) Create dialogue-based counter-narratives that support professionals and activists and facilitate advanced reporting activities by implementing an effective human-in-the-loop approach, whereby automated suggestions are always validated by human operators, who always have the final say on the posted content. 

4) Automatically assess behavioural changes determined by the counter-narrative intervention. The combination of these technologies will allow for more focused and timely online interventions (i.e. advanced targeted search followed by relevant textual suggestions), resulting in a more efficient and effective professional and volunteer effort. This approach is based on maintaining fairness and balance and ensuring adherence to legal and ethical standards. 

HATEDEMICS In Action 

The project will: 

• Develop and validate in 4 Member States the HATEDEMICS Platform, a toolsuite that brings together the partners’ expertise gained in hate and disinformation preventing and countering. 
• Design and deploy interactive training and educational paths, informed by a commitment to EU values and rights 
• Raise awareness and foster the active participation of EU-27 citizens.
